I believe Windows needs a custom .inf file for each possible fastboot VID/PID (meaning nothing listed under fastboot devices might be a Windows driver problem rather than an X20 problem). Unfortunately I have no idea at all how to diagnose USB problems under Windows. Is it possible for you to try under GNU/Linux?
