Debian - WiFi bit rate always 1Mb/s

Using Debian on a Dragonboard but cannot get the wifi bitrate over 1Mb/s

I checked older posts but its not clear if this is a bug or config problem ?

This really makes any type of video or audio streaming over wifi impossible

it’s a known issue: https://bugs.96boards.org/show_bug.cgi?id=214

the bug is that it reports the wrong speed, but it does still run at higher speed. if you measure the download speed with any tool you should see much higher speed.
