Android Management API usable with AOSP and DragonBoard 410c

Hello together,
am quite new to DragonBoard 410c and Android development. I got AOSP buit based on the MASTER branch and got it as well running on my DragonBoard 410c.
Please excuse the question, I have read that Google Play Services are not available because of missing licenses for the DragonBoard 410c.
My question is whether the Android Management API can be used with AOSP and DragonBoard 410c.
Does anybody have experience with this topic?

I’m afraid that without Google Play Services these kind of management tools could not be used.
