Does anyone know how to interpret the /d/rpm_log? The output is some kind of binary and it would be nice to be able to read it to understand how the RPM configures frequencies and voltages while running my applications.

That would indeed be useful, but I have not seen any documentation on it. I will see if we can get access to documentation of it.
