AFAIK nothing documented or tested.
Windows differs from Linux and MacOS in that is requires a driver before tools like fastboot are allowed to communicate via USB with the board. You might be able to look at one of the universal drivers such as https://adb.clockworkmod.com/ but it could involved a lot of guess work on your part to get something going (and depending on what board you have might still not work).
