I am new to Dragonboard 410c. What is the best place to start?
what do I need to develop before working on that board?
Is there any emulator for that board?
what are the things we can develop using that board?

There is no suitable emulator so to get started you will need a board.
I’d also recommend ordering the audio mezz board at the same time. The audio mezz is very cheap and combines a UART for debugging together with level shifters to interface with other electronics and access to the DB410C audio features.
You can take a look at other peoples projects for ideas: Projects with 96Boards - 96Boards . Be warned that this list covers all the 96Boards, not just DB410C.
