Debian - how to shut down?

On DragonBoard 410C with Debian 8.3, what is the correct way to shut down?

The behavior I’m seeing is that the Logout > Shutdown menu item performs shutdown but reboots immediately, so really a restart.

So at what juncture is it safe to power down?

I’m not aware of anyway to prevent the board from automatically re-applying power after a poweroff. However you can try “sudo halt”. This will halt without powering off; the halt is complete when the heartbeat LED (LED 0 on Dragonboard 410c stops flashing).
