Bluetooth LED and Wifi LED constantly turns on

Hi everyone.
Bluetooth LED and Wifi LED constantly turns on when I boot Dragonboard410c
and user LEDS turn off then my board does not boot.

I use Debian9.0 release 4.9.30-linro-lt-qcom.

Are there any problems?
My board have broken ?

Have you got any way to see the UART output on LS-UART1?

If you have then it would be good to capture the serial port output during boot.

If not then you should try to recover the board by running through the SD card install method: https://github.com/96boards/documentation/blob/master/ConsumerEdition/DragonBoard-410c/Installation/README.md#sd-card-method . Since you are reporting odd things about the lights you should keep any eye on what happens to the lights when you try to boot the installer (neither WiFi nor BT lights should come on), whether you actually the installer (GUI via HDMI) and what happens to the lights when you reboot after a fresh install.
